The meeting was called to order by Mayor Tom Ryan at 6:01 p.m.
Council members present at roll call:  Mr. Morrison, Mrs. Edwards, and Mrs. Beyer.  Council members Mrs. Smart and Mr. Williams were not present.  Also present, City Manager Mark Mosley, City Clerk Theresa Barkhimer, and City Attorney Glenn Sharpe.

Mr. Morrison made a motion to approve the consent docket as submitted, seconded by Mrs. Beyer.  Aye’s Mr. Morrison, Mrs. Beyer and Mrs. Edwards.  Motion passed.  The following items were approved:
a.  Approval of the minutes from meeting held January 9, 2024
b.  Approval of the Treasurer’s report
c.  Approval of Department reports
d.  Approval of Purchase Orders

Minutes

a.  Spring cleanup:  We are going to try and have spring cleanup again this year.  We are changing it up some.  It will be the last 2 Fridays and Saturdays in April.  We are allowing 1 truck and 1 trailer less than 16 feet.  You will need to come into city Hall and show proof of water bill anytime until those two weeks and we will give out 1 pass per address to come in the gate.  If you don’t have a pass, you will not be able to come into the gate to dump.  You will have to present the person at the gate your pass and we will take up the pass at the gate.
b.  Bids for roof:  We will be advertising for the bids on the roof starting next week.  We will open and award bids sometime the 2nd or 3rd week of March.
c.  City Hall offices will be closed on Monday, February 19th for Presidents Day.

Discussion and possible action to extend Code Enforcement contract with the City of Holdenville for another three (3) months.

Mrs. Beyer made a motion to extend Code Enforcement contract with the City of Holdenville for another three (3) months, seconded by Mr. Morrison.  Aye’s Mrs. Beyer, Mr. Morrison, and Mrs. Edwards.  Motion passed.

Discussion and possible action to surplus Public Works Case Backhoe, Model 580L SN-JJG 0244885.

Mrs. Beyer made a motion to surplus Public Works Case Backhoe, Model 580L SN-JJG 0244885, seconded by Mr. Morrison.  Aye’s Mrs. Beyer, Mr. Morrison, and Mrs. Edwards.  Motion passed.

Discussion and possible action to sell Case Backhoe, Model 580 Super L SN-JJG 0200152 and Model 580 L SN-JJG 0244885 in the amount of $2,200.00.

Mrs. Beyer made a motion to table the sale of Case Backhoe, Model 580 Super L Sn-JJN and Model 580 L SN-JJG 0244885 to republish in the newspaper for bids, seconded by Mrs. Edwards.  Aye’s Mrs. Beyer, Mrs. Edwards, and Mr. Morrison.  Motion passed.

Resolution

Discussion and possible action to approve Resolution NO.  RS-23-24-17 a resolution in support of proposed legislation contained in S.B. 1301 and S.B. 1322 making certain acts against municipal, county and state officials unlawful including assault, batter or assault and battery.
